The institute of community development services (ICDS) is a registered voluntary service organisation registered under the Tamilnadu society registration Act of 1975 and is serving for rural development covering more than 50 panchayat villages in Thiruporur block of Kancheepuram district in Tamilnadu of South India, since 1980. Latter, the ICDS extended the work to other parts of Kancheepuram District, Chennai District & Tirunelveli districts.
ICDS, after a careful and thorough study, programmed to effect a change in the attitude of the people, radically by imparting general awareness and motivation- training in all aspects and fields related to their lives.
Keeping the above goal in mind, ICDS conducted training programs and meetings seperately to women, men and youths in a planned way, with its trained staff/resource persons, adopting various practical methods and media like cultural troupes, audio-visual system, and screening films by 16mm projector as well as video systems. .ICDS always educates people to know the various schemes and welfare measures and programs, earmarked by the Government for the benefit of the down-trodden people and also helps them to attain the same.
In short, ICDS, not only guides, but also helps people of all walks, to stand by their own, without depending on others and thus helps and lead to attain self sufficiency, paving the way to attain socio-economic development.
The condition and state of women here in the villages were not as they required to
be. They were neglected in their own houses and in the society and were not
treated as equals to men folks. They don’t even get equal wages paid to men for the
same work what men do.
They were deprived of their fundamental rights and were not allowed to raise their
voice against injustice perpetra ted on them .
ICDS organized women association (madhar sangam) in every village, to unite the
women and made to realize their condition in the society and to endeavour to
redeem themselves from the above state of affairs.
The women associations organised in the villages have to formulate action-plans
to implement their own village development programs.
This novel scheme is the back-bone for rural development which helps people to
save and conserve money, drained by useless and wasteful expenditures on drinks,
smoking, cinema,etc., In this scheme, the women, in an organised way, formulate
their own rules and regulations (by-laws) and operate by their elected office
bearers.
After saving a considerable amount in credit unions (SHGs), the saved amount is
revolved as loan within their members. This system creates a confidence among
the members that they can avail their own savings as loan, free of interest, at the
time of emergency and thus saves people not to run to money lenders and pawn
brokers who lend money on exorbitant intrest.
Loan among the members is the first step of achievement in credit union. The little
amount thus saved in the credit union/SHG, in every village will grow in thousands
in years and thus the credit union/SHG, develops an understanding and credibility
in the local banks, wherever the credit union account is maintained. Further the
saved money can be kept as marginal money and the members can tap additional
loan facilities from the concerned Banks, through direct linkage schemes and
subsidies can also be availed in some cases, based availability of various
Government schemes.
Development in villages could be achieved through transformation of the whole
society which could be possible only after inculcating, over all awareness, among
the village people. The reason for lack of development is for want of literacy.
through nonformal education. Ignorance can be eradicated and awareness can be
achieved.
Additional skills can be acquired through various skill training programs as well as
vocational training programs.
ICDS is specialised in non-formal education and so far, it has published 7 books, in
a totally new method for the benefit of the village people
In addition to tuition centres were also conducted by ICDS in villages to improve
the educationally weaker section of the students.
Youths play an important role in the progress of a country. Due to unemployment,
today’s youths are idle and spent their valuable time in indulging unwanted and
unlawful activities.
To divert their power and energy into development activities, ICDS had formed
them in groups in the villages.
To-day’s youths are tomorrow’s leaders of the country and hence to create
leadership quality among youths ICDS has the obligation to provide them with
enough leadership training, seminars on village development activities, periodical
career guidance classes, knowledge on employment and self employment schemes
etc.,
The lack of health education in the village is the root-cause for the increase of
patients suffering from various diseases in the villages.
It is taught that, the women association or SHG in each village should have the
responsibility of developing health related awareness, which will pave the way to
undertake tackling of various health issues, including the importance of sanitary
latrine in each house, health as well as eye screening and correction camps, guiding
their poor , economically weaker neighbor and those who are suffering from
peculiar complicated diseases as well as the disabled persons in the villages.
The objective of the program is to make the villagers realize that, the village could
be developed by securing various government programmes, welfare schemes and
income generation programmes available from Government for the down-
trodden people in the rural villages.
The village devolepment council consisting of the office-bearers of womens
association (SHG), youth association and any other forum in each village, has to
chalk out their own action-plans to tap all the programs available in the above
departments and thus work towards the development of their respective villages.
ICDS conduted periodical training programmes to core group members to make
them aware of the availability of schemes in various departments.
